This ruder (seemingly such a simple detail) is the product of a long-term evolution of the making and use of steering wheels on our boats.

From the history of the issue:

Almost always bent.

Then an axle (boomer) with a diameter of 4 mm was applied.
Things went more fun, but ... when jumping rivals' boats (if
it happened), they began to break out with * meat * completely ruder holder ...
They strengthened the ruder holder, and began to use the wheel with a baler with a diameter of 5 mm for a snack ...
Now the maximus that can be bent is the steering wheel ...
